I've maintained for a long time that comprehensive immigration reform (i.e. doing something about 'guest workers') would be a political mistake for the GOP, until we convince a big chunk of Americans the government is serious about border security. It looks too much like amnesty. It looks like President Bush is moving in that direction if Deborah Orin is right. Read her piece here .
