Surprising? To Whom?

The New York Times reports this morning that a "surprising surge in revenue is curbing the deficit." Surprising to whom? I don't have to go through all the conservative arguments again here, but I think it's interesting that liberal papers just find it so surprising that tax cuts yield growth, which means more revenue.  Read the times story here.

And what I've gleaned from the News is that the revenue is coming from start up businesses; not wages from employment.
